The Trust was setup by Shri Dev Swarup and Smt Asha Swarup. Both are retired IAS officers, who served both Govt of India and Govt of Himachal Pradesh, for 4 decades.

Both the founders believe in the power of education.

Dev Swarup grew up in Chamba in Mohalla Kharuda. It was through hard work, perseverence and the support of family and good teachers, that Dev was able to transform himself in his younger years. He served India as a Captain in the Artillery regiment during the Bangladesh War in 1971. He joined the IAS post that and retired as Secretary to Government of India in 2005. He continued to serve Himachal as Chief Election Commisioner post retirement.

Smt Asha Swarup, also transformed herself through grit and hard work in her younger years. A Kashmiri immigrant, she worked tirelessly to become the topper in Delhi State in Class 11 among Governent Schools. Her career in IAS spanned 37yrs (1973 to 2010) where she held various key positions such as Chief Secretary of Himachal Pradesh and Secretary Information and Broadcasting of India.
